The offshore wind power market is booming, and China has achieved another breakthrough in overcoming key core technological barriers.
December 12, 2025
Amid the high growth momentum in offshore wind power development, China is actively promoting the large-scale development of nearshore offshore wind power while driving technological innovation and demonstration applications for deep-sea offshore wind power.
Developed jointly by China Dongfang Electric Group Co., Ltd. and China Huaneng Group Co., Ltd., the 18-megawatt direct-drive offshore wind turbine—featuring fully independent intellectual property rights—successfully rolled off the production line at Dongfang Electric Wind Power (Fujian) Co., Ltd.’s manufacturing base in Fuqing City, Fujian Province, on November 10, overcoming critical core technological barriers.
Reportedly, the 18MW direct-drive offshore wind turbine represents a new generation of offshore wind turbines specifically designed for Category I wind speed zones at sea. In terms of domesticating core technologies, this turbine has achieved leapfrog development, with key components—including blades, generators, converters, and transformers—fully developed and manufactured independently. This advancement has significantly propelled the coordinated development and technological progress of the entire wind power industry chain.
Recently, Fujian Runshi Offshore Wind Power Co., Ltd.—a newly established offshore wind power company invested by CATL—was awarded the contract to become the construction contractor for the Ningde Deepwater Area A Offshore Wind Farm Project. In fact, CATL has long coveted the offshore wind power market development. Securing this first development project signifies the official commencement of CATL’s offshore wind power journey, while also injecting fresh momentum into the offshore wind power sector.
As evident above, China’s offshore wind power market holds vast development prospects, with relevant enterprises setting their sights on this target and striving forward. Recently, Ruanbang Co., Ltd. disclosed in its investor relations activity record that it plans to establish the “Tongzhou Bay Equipment Manufacturing Base Project” in Tongzhou Bay. This initiative aims to expand its business footprint in marine engineering equipment, port crane equipment, and ship auxiliary equipment sectors. Building upon its existing portfolio of high-end equipment products, the company will introduce new offerings including floating offshore wind foundations, large-megawatt offshore wind turbine foundation platforms, and LNG clean energy modules.
Offshore wind power occupies no land and has minimal environmental impact, making it a clean, renewable energy source. Additionally, compared to onshore wind power, offshore wind power construction is less challenging, reducing the impact on marine life and offering greater environmental friendliness. Although China’s offshore wind power sector started later than others, it has developed rapidly. Data shows that by the end of 2022, China’s cumulative installed offshore wind capacity had exceeded 30 million kilowatts, ranking first globally for two consecutive years and accounting for approximately half of the world’s total.
Overall, the development trends of China’s offshore wind power are characterized by expansion into deep and distant seas, vast development potential, environmental friendliness, abundant resources, high annual utilization hours, and relatively easier construction. With nearshore wind resources gradually reaching saturation and the market’s urgent demand for higher power generation efficiency, China’s offshore wind power is poised to expand into the vast deep-sea and offshore areas.
